What's the best way to force stormy weather?

So far, I've used date manipulation, searching up to mid-january, but all I've found is one rainy/windy cycle and a bunch of clear and clear/rainy cycles. how often does the weather pattern change?

In E16 weather is broken. Gonna be fixed in E17. But (if it is urgent) you can download the weather mod from here!
