No condition, you just need to keep trying to find it. Though there might be specific parts of the lake where it can be found. I know that Skrelp can be found underwater in Apophyll.

Can you show me where? Because i find everything, new tms, eelektrik, corsola, mantine, pearls.... but no skrelp :/

I'm sorry I don't know exactly where it can be found. Try looking in the places the pokedex says it is, or that Dragalge is. Dragalge couldn't be found while the lake was still poisoned, so for sure at least Dragalge is available after cleaning the lake. I just don't know the exact method of finding it, but I heard it was either surfing or underwater. It might just be a rare encounter.
