The following pokemon have a 5% chance of holding a quick claw as wild pokemon: Sandshrew, Sandslash, Meowth, Persian, Sneasel, Zangoose and Weavile. A decent way of farming them can be to have a fainted pokemon with Compuondeyes as the first pokemon of the team and a pokemon with Thief or Covet as the second. Then go below the Grand Stairway in Opal ward, where there's a 30% chance of Sandshrew and use thief until you happen to find one that has a Quick Claw. It's also convenient that the pokemon with Thief / Covet is a flying type, a ghost type or has levitate sot hat you can run away from the Digletts.
