EDIT: It's in the In-game Item Guide V2 (E15-proofed) under the "Items to summon/obtain Event Pokemon" It costs 600 PokeYen from a vendor in 7th Street. It's either in Sigmund's Orphanage or in the Blacksteam Factory (the one you infiltrate with Amaria), I don't remember which. If you don't pick it up there before you leave the area then you have to buy it at 7th street later.
