0 Space_Cowboy Posted August 18, 2016 Posted August 18, 2016 If you have a Zigzagoon from the beginning of the game, you should use that. Also, Bidoof/Bibarel can learn it pretty early. Quote
0 Lugruf Posted August 18, 2016 Posted August 18, 2016 Seel gets it at level 1 so the Seel you get in Onyx ward before the second gym will have Headbutt always. It also learns Surf, Waterfall and Dive so it can be a good HM pokemon. Quote
