Why isn't ditto in the cage?

I'm relatively new to Reborn and have been reading up on how to got Ditto (because he's one of my favorite Pokemon) and i finally got up to the the part where you get trapped in with the Pokemon but, i can't find Ditto, i've done the Side quest with the day care couple where i rescued them from the warehouse in Coral Ward and from what i've read, you need to do that in order to find Ditto in the cages. I've also looked in the cage that, from what i've seen he should be in the cage above the empty cage in the corner but i can't see him. I've currently got chapter 15 if that's any help

when he said the bars would need to break somehow?

I mean in coral ward, you ahve to see a grunt in a warehouse that is talking about transfering stolen pokemon and you need to get happiny

You can't get ditto until you get to seventh street, those trapped pokemon are just for a puzzle but you can get them all later if you have the shards

No you can actually get Ditto as a part of the factory puzzle, though I'm not certain on the parameters you need to fulfill before it becomes available. It used to be just do the daycare side quest but recently that hasn't been enough, some other requirement got added in E15.
