[Answered] Finding Turtwig

I just can't find the darn person in the circus who has the Turtwig puzzle. The other forums that I've read said that it's located where the Dive lady is but she's still the Dive lady even after completing the puzzle twice. Sorry, I know this is a dumb question but I appreciate the help!

You will have to at least defeat T3R44 in order to unlock the event.
