[Answered] Finding Seel for 13th Badge

So i'm looking for Seel in Ametrine mountains where it should be according to the maps. I've been searching for nearly an hour and nothing. I cannot return to Iola valley because the guards are back at the gates. Do i have to beat the meteor team at the Titania/Amaria's house first? Want to obtain the 13th badge and they say i need to defeat a seel to drop it. Please help

Seel isn't the actual Pokémon needed to get the 13th badge, Julia was referencing Ciel of the Agate Circus leaders, head back there and progress the story by fighting the leader Ciel
