Have you tried going out there when it's windy/sunny/thunderstorming/clear/rainy/snowing? Edit: Or according to the location guide it's just hiding on a rooftop. Let me see if I can't find a video. Double edit: Try windy weather on the Onyx ward rooftop, go inside and back out until you see Pichu's ears poking out behind the left tree.
