This is something I wanted to ask. So now we have a fair amount of good water moves (let's face it, if nothing else, Surf and Waterfall are pretty damn useful), but since most of our TMs aren't that good and it doesn't learn really good stuff till level 32, I wondered whether now it would be a good moment to get the fish that can barely swim.

I'd say it'll become available whenever Dratini becomes available because they can both use the similar DDance Startegy. So we're talking E18/19.
