why cant i learn conkeldurr knock off at move relearner?

Conkeldurr doesn't learn knock off by level. It is a move tutor move.

is there a way to teach him knock off?

The Move Relearner allows a pokemon to re-learn a specific move that they have missed while leveling up/evolving, but a Move Tutor can teach a move that a pokemon can't normally learn through leveling up, TM/HMs, etc.

EDIT: No it cannot learn Knock Off currently.
