On route 3 there is a kid that will trade you a mystery egg (which isn't guaranteed to be a togepi egg btw) for a phantump egg. -
You just have to rock smash the pillars on the floors below where the lava currently is. If a pokemon appears when you rock smash you have to kill it otherwise it doesnt clear the lava.
