Was watching someone battle Noel when a message popped up saying a flinch failed. Got their save to recreate it, but as it turns out if a mon's defense is raised, flinching fails. The new patch notes mentioned a change to Rocky field that makes mons with boosted defense immune to flinches, but this seems to apply to all fields instead of just Rocky as of now.
