[Looking for super rod]

So i found out that you have to do some quest for Simon to get the super rod, I talking to him in the base, but I dont know where he is now and all the guides i can find are from ep 16, and even tho I went to the old lady house I couldn't find him there, please help.

I'm having an issue where i can't move the arrow in selection menus because it is stuck in the lowest option. It seems that this is because the game thinks I'm holding the down the down arrow key. When I hold the up arrow it goes up and then back down like something is pushing down on the down arrow. This issue only happens in dialogue boxes and moving around normally works fine but I can't access the PC or heal my pokemon or talk to people with dialogue options. I've tried quitting and restarting the game and that doesn't seem to do anything. This has happened many times, it fixes when I restart my pc but it happens very often now.
