Did it level up at all after hitting the friendship part or is it bugging out from there on?

I have leveled it up but it still doesn't evolve.

He should be in the back of the secret room inside the gym, which can be accessed after completing the puzzle. The door is behind the pillars that are part of the puzzle so not the main door up the stairs.

[Pichu not evolving]

My pichu isn't evolving even though it has full happiness. I checked the forum as i always do and I found someone else with the same problem. They had it resolved, except the links no longer work and I'm still not quite sure what to do. Any help?
