I am struggling to beat aidrien so im collecting department stickers to get the items at the top and in the wiki it says that there is one in the underground entrance to devon corp but he isnt in that area, and it is not in the pokemon center, im i doomed to never get the sticker?

I already delivered all 3 pokemon, do I have to complete a certain amount of story for it to progress? I am currently about to face Luna and still haven't encountered with Bennett yet
