Yeah, I have been the entire time, could that be the issue? I also tried flying in an unmodded version of the game and it was giving me the same issue.

I have the mod that lets you use the HMs without having taught them to a pokemon, I've been getting a message that says "Sorry, a new Badge is required." when trying to use fly, and just to check I taught my swoobat fly and it still can't use it, giving me the same message
