Self explanatory. I heard it can be found somewhere in route 4 as a wild encounter, but where exactly?

I'm playing ep 18. I started over again and I received the egg near the second pulse Tangrowth. It was a nincada but when I evolved it I didn't receive a shedinja. I had an empty spot in my party and 17 normal pokeballs in my bag. What's wrong?
