Because the easiest way to get around that catastrophe is to reboot a recent save of before you entered the room.

If you don't know how to just ask I'll tell you how to do it. 

 

Edit:The only way I know of that can cause this game breaking glitch is by titania getting stuck on the platform and then leaving the room before solving the puzzle. For whatever reason the water raises back up if you leave the room before getting titania off the platform. 

Thanks! I changed the name of an old save to Game and it worked!! Maybe you can post that on the forum under the name "solving own bugs" or someting?? In that way you might have more spare time? Thanks a lot for your reply.
