Has anyone figured out where popplio is or if he is actually only catchable as a starter?

I'm in the sewers and after the dialogue between taka and titania where titania says that she needs a moment I go ahead and push the button to raise the water level and then fight the 2 cultists. I lose that battle and when I got back to the sewers the water level was still risen and I can't get past titania to go fight those 2 cultits again and keep on with the story. Can someone fix this for me?
