So is there a way to get on the other side or to unblock the path ?

Hey , does anyone here recognize this place in the picture, and if so can you tell about the meaning of it and what you can do there. The called Wasteland Bridge or sth. like this Otherwise if nobody recognizes it i can take photos how i got there. Cheers Sorry for Mistakes i am not a native speaker
