You could try reverting to episode 15 temporarily, but that carries risks.

Thanks for responding. I didn't see the area to go there until after I got back so I didn't know where he was.

Once I got back from the circus I attempted to find the guy lost in the railnet but I couldn't find him for the life of me even with Flash. Can someone help me out?
