Sorry. I found it in the other building, apparently i was looking at an older guide.

Okay so I am currently in the building where the last cop is supposed to be at, but the cop is nowhere in sight. I have no idea if this is a bug or what but I really want that growlithe on my team. This is what the building looked like when I went in the first time around as well. :/
