Has Panpour been cut? I've been searching route 2 for so long, I've found like 3 shiny Pidgeys, but no luck for a panpour.

I've encountered a Cleffa on route 2 in the latest version (5.3.2?), not sure if that was supposed to be there.

I can't for the life of me find a Panpour.

[Day/Night Cycle]

Hey, started playing a couple days ago, game is great, curious to what the day/night cycle is though, trying to do the help center quest that requires me going to route 2 in the morning, I'm assuming it has something to do with the lady and the Electivire, but nothing seems to be different about morning/day/night.
