Actually there's a small chance wild Horsea have the Dragon Scale as a held item. Bring a fainted pokemon with Compoundeyes first in the party t have a higher chance to get it
Great advice, but we all know that Amethyst loves to make compoundeyes farming useless by taking precious items from pokémon each passing update, so get your dragon scales while you still can, guys.

Ame, can I make a suggestion?
It would be nice to also add nightime variations (aesthetic changes only) for some of the outdoor fields, such as ashen beach, grasslands and swamp. Because they look the same throughout the whole day, which disturbs me a bit.

I think it was 6 months. iirc, that's a standard development time.
With all things considered for episode 16, I won't mind the wait. There is simply too much to do... or re-do, in some cases.
But yeah, 2016? Not bad. I'm in no rush to see Reborn end, tbh... If you know what I mean.

Time between E14 and E15 was 6 months, but the development of Ep15 only took 3 months because for the rest of the time there was also of the RMXP update, and Ame had to make sure the game worked just fine in the new version. That was the purpose of 14.5 and 14.6 versions.

At the end of the ledge puzzle in the Obsidia Slums, there's a point where you come out on the right side of the room you entered through. There's an egg hidden in the bag at the bottom of this section. For me, at least, that egg contained a Drowzee.

Was the egg blue? Mine is blue, and, by checking out the sprite folder, it looked like a ducklett egg (which I'm too lazy to hatch)

Yeah read the script error and figured it out. Anywho, got any ideas where the Ice Rock is? Just cause some people say its pre Circus area and doesn't seem right with the Ametrine/Citrine cave and the whole route by Calcenon and Ametrine peak...

If you want the ice rock that evolves eevee into glaceon, you have to go to the section of the cave accessible only from the north adventurine woods.
It's the most extravagant ice thingy in the whole game, you can't miss.

My team had nothing special to deal with her (No electric or ice-types), but I still managed to win by using brute force alone.
But I noticed that Ciel's team was actually meant to be a defensive one... Does it mean that we will encounter a more agressive flying-type trainer later on? Heather...

Well, 85 base Sp.Atk realyl is nothing special and it's move pool is very limited. The only thing it gets over other Water types is Flash Cannon, which it can't even use well.
If you have a modest nature with good IVs and EVs it still doesn't disappoint. If you also manage to get one with Mirror Coat (which was my case), you can defeat El's ditto arceus and PULSE-swalot with ease. Remember this is not a competitive metagame. We're talking about dealing with the AI, and blastoise is good at that.

Squirtle as itself isn't that good
HERESY!Blastoise is actually a very good special attacker, it's also bulky and decently fast. The only thing lacking is a diverse movepool.

Hint: In an area adjacent to reborn city, but you need a rare item (food) that can only be found within reborn city or spinel town.
Solution:
Give a blue moon ice cream to nyu. Repeat this method if you want a pinsirite as well

Try to revert to Ep14 and finish the Hide-n-Seek event to catch the misdreavus.

in Pokemon Rejuvenation

I made a quick search on Bulbapedia and I got kinda surprised to see the Sylveon couldn't learn Work Up TM, because I also always thought it could, oh well..
I think you will need to breed a new eevee, if possible, so you can teach it the Work Up TM before evolving it into sylveon.
EDIT: Or maybe you could load up an old save, before eevee evolved
The saves are located on C:\Users(your name)\Saved Games\Pokemon Rejuvenation
I think you have to figure out which one is the latest save before eevee evolved and rename it game.rxdata (do this at your own risk)
