Thanks. So I went to the lower section of the room after the final jumping puzzle and fought Youngster Kai. Once he's beaten he says he sold it to "some gang member up in North Obsidia"

All I know is that they mention something about Obsidia and then run away.

That's the place to fight the guys with Clauncher and Fletchling. I've already beaten them but they just left without giving me Magikarp.

So after defeating the guy and fisherman who sell Magikarp to you, they leave without giving you magikarp. Where do you go to get it back?
