It's just that the last level is unambiguously romantic, AND girls that are at level 8 or 9 get jealous if you go above that level with somebody else, with the very real risk of reversing the link... So yeah, it's not that you cannot pick a "let's stay friends" option, it's just tht such option does not exist at all, you are never given a real choice: to max out a link, you need to go through the level 10 event, and that is always romantic.

This was fixed in P3P (the male route still has this problem, but the female one doesn't) and more notably in P4.
