You need to pick your original starter that you began the game with. If you pick any other Pokemon it will be bugged.
I only remember Squirtle was the one that is bugged if you pick it as your starter because even picking it at this part will also be bugged.

 

Unfortunately, Squritle is the starter I picked. So I am just bugged now?

I was able to finally get past a rather difficult part of E18 but now I can not choose my starter from the lineup. Really need help with this one.
