I'd leave full IVs off. Part of a nuzlocke is working with what you get, and perfect IVs make every catch feel a bit too good. The important trainers are supposed to be tough anyway, so I'd rather keep that challenge. Hardcap, nuzlocke and weathermod sound like a solid setup though.
