I found this thread because I was having the exact same issue and also couldn't get to the water despite the google doc I was using saying dewpider was available before the next gym. Now after going back there again I can magically go around that green shrub even though I tried that several times before, there has to be something behind the tree that's blocking the path when you first get there.
