Confirmed that this is not just a single-case thing - this happened again in the Dialga anomaly battle, with Dialga getting to use Ancient Power after Celebi was force-switched out. Dialga can learn Ancient Power, but it still shouldn't be able to use a move after switching.

So, this is a really weird bug. I was facing off against the Champion ghost in the first gem puzzle room. She led with Rotom-Wash holding Magical Seed on Holy Field, I lead with Silvally. Silvally used Parting Shot, and the Magical Seed's Magic Coat effect caused Parting Shot to be reflected, causing Rotom-Wash to switch out. The AI then switched in Dragonite, and then - still in the same turn - Dragonite used Hydro Pump. The rest of the battle proceeded as normal, but I don't think that's a normal sequence of events, especially because Dragonite cannot learn Hydro Pump.
For reference, I'm using the passwords "qol," "mintyfresh," and "eeveeplease". Also, I was going back through Victory Road on the Victini quest, and I was in speedup mode (from pressing alt) when the bug showed up.

Opponent gets to use Tailwind after being flinched by Fake Out
in Battle Errors

In postgame, during the Volcanion anomaly battle. I have Zeraora use Fake Out on the opposing Tornadus. The text says "Tornadus flinched and couldn't move!" However, the Shell Trap from Tornadus's Seed does NOT trigger, and Tornadus immediately proceeds to use Tailwind.
