Draining Kiss is only a TM from Gen 8 on.

Ergo: Only mons that have in their level-up movelist in gen 7 (or Audino through breeding) can learn it.

Couldn't find Draining Kiss on the wiki on TMs and Move Tutors, is there an actual way to put it on my Pokémon or is it not obtainable?

Can Blastoise learn Mega Launcher? I tried to switch its ability with my Ability Capsule, but there is no option for Mega Launcher, meanwhile my Clawitzer had it from the start.

Is there any way to check in-game what quests you completed, and what are still on going?

 

PS: It would be awesome to be implemented if not.
