[MY CHICHOU DOES WANT TO IMMUNE TO WATER AND ELECTRIC]

sorry for the alarming title. Its just that i was starting a new file and im at the underroot. I was trying to fish a chinchou. After 20 soft resets or what, i cant seem to find myselft a chinchou with an ability OTHER than illuminate. I really wanted volb absorb or even water absorb. I just what to know if they are banned or THE  TWO TILE OF WATER is corrupted?

first of all yes I am discussing bugs on this forum but I don't know anywhere else to do so.
I am playing reborn the second time cause why  not and i cant get the cutseen to start at the mountain where you fight steelix . i have watched youtubers and I didn't messed up for all I know, I tried reseting to the last save and still didn't start it maybe u guys can try out your self to see if its just my computer. I put 3 of my last saves pls much appreciated

[i froze]

so i was being marionette in the trial... when i got the tangrowth to the square  it started a cutscene of the tangrowth going to the square but nothing happened i stood there for minutes . then i thought that it frozed so i saved cause it didnt have the text yet when i restarted it still froze  ...if ur an expert or somethin pls try to fix this i want to put my rejuvenation folder but it exceeded 10mb so i cant upload it so i just put the frozen save and the save before the trial and game.rxdata idk if u need it

i have difficulties against charlote... my pokemon are max level but slower and gets swept by typhlosion, i can one shot every thing if i were faster so i need trick room, i have the tm but not the pokemon and quick claw i only have a level 30 lunatone and i cant just go to the circus to train aggain and i lost the exp share bc of type  null quest so pls i need trades i dont even think i have anything to offer lol
