I am trying to get a Chansey which knows Toxic by breeding it with a male Roselia. If I understand the breeding rules correctly, the move should be inherited from Roselia since it is a TM move. However, the baby Chanseys only have their standard level 1 moves when hatching. From which game generation does Reborn use the movesets and breeding mechanics?

I alway got lost when searching for underwater ruins in Neo Reborn, so I made a map of the city and Azurine Lake. For anyone interested in how to do this: I used the free trial version of RPG Maker XP to open Reborn's map files, took screenshots in 1:2 zoom in the program and stitched them together in paint.net.
