Tentacool in Lower peridot ward with good rod?

According to the E19 google drive it is possible to catch a Tentacool with the good rod in the lower peridot ward, but I can't get it to appear. Is there something i'm doing wrong?

Have you beaten Aya yet? It says that you can catch tentacool in lower peridot before the gym leader Serra.

Yeah I,ve already beaten Aya. Otherwise it would be impossible to obtain the good rod
