Lost Child?

A woman near Shelly's gym asked me to find her lost child but I can't seem to find him. I've seen in a walkthrough where he is meant to appear but he hasn't for me yet. Do I need to be further on before he'll appear? (Just beat Fern after beating Shelly.)

It has to be a windy day, and you have to go near Shade's gym there you can catch/defeat the drifloon there, and he will say "omg you saved me!" then you go back to his mom and she says "he's still stuck", so then you go and search in the Jasper ward and there is a Scolipede Gang there, defeat them, and save him again, and his mom will give you a sticker!
