Mega ring ????

So i know that youre supposed to buy some pokemon from the guy on 7th street and Arc did come and talk to me, but i cant find him at the grand hall where most youtube videos show him to be, im at the point in the story at the glass factory and decided to go out and train some more and maybe get a mega beedrill since i got the stone . Can anyone help me out?

Did you bought ALL the pokemon from the vendor at 7th street?

No , i bought :  Vanillite, Loudred, Makhuhita, Rogenrolla, and jigglypuff

Do i need all of them ?

You must buy them all. Also, remember not to trade/evolve Vanillite and Rogenrrola. You will need them in those forms.
