Don't know if this a sploiler or not, gonna put this here anyway.

So, i've started a new file fresh in episode 17 and i want Ralts. I got the corrupted poke ball, but the "technician guy" is not in the poke ball store. Anything i'm missing, or that changes in this episode?

It was deemed too powerful for the early game, so the guy only shows up after reborn is restored

I believe Gardevoir is strong enough at any point of the game. If it's limited to a Gallade at that point then I think that would be balance, but then again, Dawn Stone is not something that can easily be "picked up"
