The area with the Pangoro event is in the Obsidia slums, which is in the Obsidia ward, directly above the Coral ward. Just realized this was Rejuvenation :[

Combat Posted April 19, 2016 Posted April 19, 2016 While I'm unsure if black belt is in the game yet, you can always use a fighting (fist?) plate which will provide the same bonuses.
Tempo17 Posted April 19, 2016 Posted April 19, 2016 I believe it is a sidequest in sheridan village. It is the Cute Pokemon help center quest. Basically one you accept the request you talk with a person in the village near the top of the waterfall who wants an aipom. Afterwards you head back to route 2 where there is a tree with a bunch of aipom. Once you catch one you can trade an aipom for her pancham which will have a black belt equipped.
