The final cop

Okay so I am currently in the building where the last cop is supposed to be at, but the cop is nowhere in sight. I have no idea if this is a bug or what but I really want that growlithe on my team.

This is what the building looked like when I went in the first time around as well. :/

Where are you up to in terms of story events?

You could upload your save file and I/ someone else can take a look for you.
