Just realized that I hadn't gotten my Blue Moon Ice Cream yet after I entered Agate, short of pick-up is there anyway to get said item before the titania scene?

im pretty sure there is a ice cream vendor in agate~ you just have to be lucky and get it!

So, managed to get my Blue Moon, but how/when do I trigger the event for Titania?

It should be when you start the events at the Water Treatment Center, a bit after you enter the place.

It will be in the third room (counting the bottom of the waterfall where she is trapped) you go into. She will jump south across two garbage piles after saying something about being hungry. After she jumps, go talk to her a couple times. Also, this only works if blue moon ice cream is the only candy/ice cream in your bag, so get rid of the rest of it, and make sure you save before giving her anything just in case you missed a piece somewhere.
