So how it Chatot so overpowered? And how is it faster than my Greninja? Greninja with a base speed of 122 compared to a chatot with a base speed of 91. Logic is thrown down the drain.

This doesn't seem like you're trying to find a Chatot but rather just ranting about how it outsped you. In which case I'd recommend a status update, but at the very least it should be in Reborn City or in Team Showcase if you want help to beat the Meteor squad.

It's not that I'm having a hard time its just I question how pokemon that have a slower speed stat can outspeed me. Unless I'm wrong that the speed stat does not matter in this game. So much for speed EVs.

Notable Trainer's pokemon now get either EV's or IV's I can't remember which. Either way, what level was Chatot and what is Greninja's base speed at the time?

What nature is your Greninja as well? That could play a factor.

It's probably a mixture of EV/IV spread differences along with different Natures. Your Greninja may have a mixture of poor IVs, a speed-inhibiting nature, few EV points spent in speed, or a mixture of the above. Take a SS of your Greninja's EV/IV screen and post it in this thread so the rest of us can have a better idea of what's amiss.

What Sarun said. What's the nature? Nature plays a keyrole in Pokemon Reborn. Don't forget natures are important in this game and this isn't like the main series games where natures don't matter. In Pokemon Reborn, natures play a key role.

Would love to see some confirmation on if this is a problem or not. I think it might just be your Pokemon's stats, effort values, IV's and nature as well, but if it is a problem we can try to direct you elsewhere.
