Yes you can catch Staravia on Route 3, but you actually gain access to that route a little while after getting your 10th badge (Fighting). You also have a 1/18 chance to get a Starly from the police Growlithe mystery egg.

The Staravia line can be found in route 3 I think that is after the psychic gym If you want to get them in the early game the best thing to do is to ask someone to trade one to you.

IMPORTANT UPDATE!! So, for the first, actual, update since 201-something(?), I have for you all, a new character. Her name is Colette Bernatitus. She plays a strong role, in the new, revised story of my game and is one of the past Children's of Aether - essentially what Krista Harper is currently. During the latter half of the game, she is granted permission to visit Earth for 24 hours and during that time she is to bring Krista into full-realization of her powers. After which, Krista is no longer playable and fulfils her duties as a Child of Aether and then spoiler things happen.

I am getting the exact same problem on MacOS 10.14.6. Happens every time i click New Game. EDIT: I tried to download the game again, and it still showed me the same message. EDIT2: The game's working. What i had to do was right click the games icon and click on "Show Package Contents", which took me to the games folder. Click on Contents -> MacOS -> mkxp-z. This opened the game like normal, without any error messages.
