In Agate city there is a house where the hiker sleeps. Talk to him and he realizes he should meet other hikers on route 4. Go to route 4 to find the hiker and talk him again. He will ask for a battle, after the battle he will releases his pokemon on the area.

Wild Horsea can be found while surfing at Destiny Pond. The "obtainablepokemon" notepad file in the game folder lists all the Pokemon locations.
