Magikarp Post Renovation

I recently looked over quests I had missed and found out that I didn't do the second step of the Magikarp quest where you battle the boy in the slums, however I have already renovated the slums. So am I out of luck or can this step be completed some other way? Thanks in advance.

How do you get there though the stairs are blocked
