Rooftop Corey event not activating?

So I’m trying to get Zorua for my team and have gone to the rooftop in the Beryl ward numerous times and Corey was never there. I’ve advanced to fighting shade in the storyline and still Corey does not appear. I got the silver ring shortly after he jumped off the bridge, does that make the encounter stop?

He will only appear at night during I think clear weather, so make sure that you have both of those covered when you check for him.

Maybe go check in his gym first under the conditions @Rendolf mentioned? I always thought that was what triggered the event.

The event is triggered in his gym post restoration, but before it you need to go to the rooftop in the Beryl Ward.
