Non-competitive stronger than competitive????

Okay, Mamoswine and Garchomp share the same base attack stat, 130, but for some reason... my competitively bred Garchomp with 31 attack IVS, and 252 EVS has a lower attack than my Mamoswine which has 28 attack IVS and 222 EVS... H o w. They're both the same level by the way

I think it’s because Mamoswine’s nature helps to raise its attack
