When is the earliest you can get beldum?

I unlocked the grand gate to route 1, so I want to get beldum, am I able to do it already or do I have to wait until a specific gym?

At minimum Route 1[Gate from City access-Tauros]/Rock Climb

As soon as you get fly u can get it which is 13 badges or so
