HM - Toxic event failed ( currently before Amaria's Gym)

I'm currently before Amaria's Gymp and I'd like to know if there a way for me to get HM - Toxic (and the super rod) where I'm at.

 

I can post my save if you want in case it's still possible

 

I don't know if the thing I linked is the good one, this is my first post here

That's not the game file but yes, just after her u have a chance in glass factory to do so

When I enter the building seen in the video, Simon is not there in the right.

 

Is there a specific time to go into the building ?

The quest goes either tanzan meteor base or glass sation then to beryl ward cemetry then the house he lives in the video. From there you can do the quest

IF you missed simon from the tanzan meteor base then it would be glass station if i remember correct

No you have to have triggered the events leading to him being there in the first place like checking the grave yard and talking to him in Tanzan or the Glass Factory
