Move Tutor in 7th street missing

Hi!

 

There should be a tutor in 7th street (teaching knock off, iron head, etc.), but it's missing.

 

I already bought all the pokemon the guy had in the cages and nothing happened. I read that there was a bug that was going to be fixed in EP16, but I am in EP18 and still having this problem.

Solved I had to leave 7th street completely before coming back, entering houses or going into de elevator didn-t work.
